MASE in Your Mailbox - April 24, 2026

MASE News,

From the Operations Director,
Laurie Pumper:

question marksAnswers to Some Common Questions

We get a variety of questions at the MASE office, and here are answers to two of the most common ones.

Q: I don’t get your emails—what can I do?

A: We know that some school districts have very strict spam filters in place. If you’ve already whitelisted our domain (mnase.org) on your own, you can see if this will help:

  1. Copy this link and forward it to your IT department. https://www.mailchimp.com/about/ips/

  2. The IT professional should then follow the instructions on the Mailchimp IP site to calculate the complete range of our IP addresses. After they have the full IP list, they'll need to allowlist (whitelist) all Mailchimp IP addresses on their domain.

I’m checking with our website provider to see if there’s a way we can have you choose a preferred email (either your school address or your personal email).

Q: Do you have slides for the SLICE sessions on the website?

A: Yes! You need to be a member, and you need to be logged in on the website, but this page has links to the slide decks we’ve received for this year’s sessions, and here’s a link to material from previous years.

Please continue to reach out to us with your questions—we’re happy to help!

✨ Share a Glimmer

This week, the MASE Equity Committee hosted an affinity space and dinner at the MASE Offices for BIPOC Special Education Leaders. We had a good turnout and great discussion! The group may schedule another gathering before the end of the school year. Many thanks to Equity Committee Co-Chairs Saido Abdirashid and Michelle Humphrey for planning the event!

KNOW: Items for your information

NEW

Don’t Fall for Email Spoofing

A few of our Board members recently reached out to let us know that someone has sent email to them impersonating a MASE leader, asking the Board members to contact this leader. They saw that the email was actually sent by someone in the UK—not our leader.

If you get an email like this, do not forward it. Forwarding a malicious email can be dangerous, as it brings more opportunity for someone to click on a phishing link or attachment. We recommend maintaining details of the email, such as the subject line and email address it came from (or perhaps taking a screen shot of the email), but deleting the email otherwise.

Some key indicators an email is spam or malicious include:

  • Suspicious sender address — unknown or mismatched display names, lookalike domains (e.g. paypa1.com), or free email providers for official messages

  • Urgent or manipulative language — pressure to "act now," click a link immediately, or threats of account suspension

  • Red flags in content — poor grammar, odd formatting, suspicious attachments, or requests for personal information

Please let Laurie Pumper (laurie.pumper@mnase.org) at the MASE office know if you receive an email and we will monitor the situation.

We appreciate your help in keeping us all safe from phishing attacks!

Recap: Legislative Update

With the April 17 budget bill deadline, the House and Senate have different approaches to advancing education funding bills. In the House, the Education Finance Committee did not receive a budget target and failed to advance an education budget bill. In contrast, while the Senate did not receive a specific budget target, the Education Finance Committee still moved a budget bill forward, which received unanimous support.

As we head into the last month of the legislative session, it is unclear how, or if, the legislature will reach agreement on education funding.

As of April 01, 2026, 36,900 lines have not been updated since May 2025.

SEDRA expenditures without errors for the 25-26 school year will generate the state and federal cover sheets for SFY 2027. State and federal cover sheets will be made available in the Minnesota Funding Reports (MFR) by 9 a.m. on May 4. This is due to May 1 being on a Friday and SEDRA data is loaded to the mainframe overnight and so data to create the cover sheets is not available until Monday, May 4. Registration for the Special Education Leadership Summit (SELS) is open. This event takes place July 19–22 in Washington, DC. MASE sends a group (executive director, CASE representative, president, and president-elect) to this event to learn and advocate on federal issues and their impact in Minnesota. We would love to have others join us! If you would like information regarding our travel plans, reach out to me at melissa.schaller@isd917.org and I will send you details. This event fills up quickly, so it is important to register early.

If you did not have a chance to join 60 Minutes with Myrna last week, please check out her presentation on the CASE website. There is a lot of good information.

There are proposed changes to the SPP/APR - Parts B & C. More information will come from Myrna. Comments are due May 22. If you want to check them out, go to www.regulations.gov. For Part B, enter ED-2026-SCC-0661 and For Part C, enter ED-2026-SCC-0628.

CASE will host advocacy training for state units. This was developed under the leadership of our own Cherie Johnson. This is planned for June 18 at 4 p.m. More to come.

Also, please go the Action Center on the CASE website... Act Now. Act Again.

Keep these two issues on the forefront for legislators:

  1. Keep all education programs in the U.S. Department of Education; and

  2. Oppose privatization of education through any voucher mechanisms.

MASE 2026 Legislative Platform ThumbnailThe MASE Legislative Committee, working with lobbyist Valerie Dosland, has created our Legislative Platform for this session of the Minnesota Legislature. With many important issues facing Special Education this year, read the platform so you’re aware of the issues our team will focus on. Key focus areas are fair and sustainable funding (including repeal of the $250 million cut to special education cross-subsidy aid), and flexible and supportive policy—especially pertaining to special educator recruitment and retention as well as safe and secure school environments.
