Federal Reimbursement Reminder and Shutdown Resources

The ongoing federal government shutdown is now the longest in American history. This unpredictability has real impacts on school communities across Minnesota, and like you, we are watching budget negotiations closely to understand what developments mean for your schools, your staff, and your students. We remain concerned with the uncertainty and will continue to advocate for stability and clarity.   

As a reminder, and in this moment especially, local educational agencies (LEAs) should always follow accounting best practices when requesting federal reimbursement. 

Although Child Nutrition Programs continue to be funded, the shutdown has led to Minnesota receiving nutrition funds in different quantities and at unpredictable times. It is important that schools process their meal claims and submit accurate and timely claims to ensure reimbursements. More information on this process is being shared with nutrition directors and other food service leaders who receive our Nutrition Program Bulletin. 

For other federally-funded programs that operate on a reimbursement basis, LEAs must receive the goods and services, properly document receipt and inventory, pay using funds on hand, and then request reimbursement. LEAs are not permitted to draw down money in anticipation of future funding needs; recipients of federal education funds must certify they will adhere to cash management requirements under 2 CFR 200.305.  

Timely and accurate submissions are especially important in the face of uncertainty. We encourage LEAs to monitor nutrition and education programs funded by U.S. Department of Education (USED), the U.S. Department of Agriculture (USDA), and other federal agencies with careful intention.
