This is a reminder that December 1, 2025, is approaching and SEDRA and ACTE-SPED will close for State Fiscal Year (SFY) 2025.
The systems will be left open until 4 p.m. on Monday, December 1, 2025, to give Local Educational Agencies (LEAs) the opportunity to verify all reported special education expenditures with the business office and with the yearly audited Uniform Financial Accounting and Reporting Standards data.
Remember to check for error messages in SEDRA and ACTE-SPED before December 1, 2025, as these errors need to be addressed prior to closing.
It is the LEA’s responsibility to contact the Special Education Funding and Data Team if there are errors on expenditure lines that cannot be corrected at the LEA level. If the year closes with errors online items, the error messages will remain, and the expenditures will not be eligible for special education program aid.
Minnesota Statutes, section 127A.49, Aid Adjustments, states in subdivision 1, “Omissions. No adjustments to any aid payments made pursuant to this chapter or chapters 120B, 122A, 123A, 123B, 124D, 124E, 125A, and 126C, resulting from omissions in district reports, except those adjustments determined by the legislative auditor, shall be made for any school year after December 15 of the next school year, unless otherwise specifically provided by law.”
If you need to make any changes after systems close, changes will ONLY be accepted between December 1, 2025, and December 15, 2025, by submitting an appeal memo to the Special Education Funding and Data Team. The appeal memo must be signed by the director of special education or the district business manager.
Any LEA requesting changes to special education data in SEDRA or ACTE-SPED for SFY 2025 must send a memo requesting access to the system via email to the Special Education Funding and Data Team. The request must:

Indicate the LEA name and LEA number.

State the reason why the LEA could not meet the scheduled closing deadline.

Indicate whether the request is for SEDRA or ACTE-SPED.

Indicate how long the system needs to be open for entries.

Indicate a LEA contact person name and phone number.

Be signed by the special education director or the district business manager.
APPEAL MEMO DEADLINE: December 15, 2025, at 4 p.m. No requests can be honored after that date and time.
If the request is approved, the Special Education Funding and Data Team will call the contact person as indicated on the request memo to arrange for the system to open for entries.
With limited time for staff to review all data lines prior to December 15, we are asking that the LEAs review and verify special education data very carefully and adhere to the timelines.
